The Delivery Process for Housing Programs
Housing projects move through different procurement pathways depending on funding structures, approvals and stakeholder requirements. Modscape + Modbotics works across early engagement and tender-stage delivery, providing a clear starting point regardless of project stage.
Stage 1: Engagement
You can engage with us through one of two pathways:
Early Contractor Involvement (ECI)
We collaborate with your team from the outset, bringing modular expertise into briefing, design development, value management and delivery strategy. This stage begins with approval of the Authority to Proceed Fee and assignment of key project leads. We conduct a site review and work with you and your consultants to refine the design, scope and budget. Agreed deliverables are provided, with an updated budget issued at the end of the phase.
Tender Submission
Through this pathway, we submit detailed proposals in response to formal procurement processes. This allows us to engage during the construction phase while still contributing to design refinement and modular delivery planning.
Regardless of your entry point, we work with architects, consultants and project teams to ensure the design aligns with modular construction requirements, compliance standards and delivery objectives.
Stage 2: Design Development
We initiate a project kick-off with all stakeholders to align on objectives and next steps. Our in-house team develops coordinated design documentation, including general arrangements, elevations, sections and renders, refining the design for manufacture and ensuring it is fully modular-ready.
Stage 3: Manufacturing & Construction
Once the construction contract is executed, we finalise the shop drawings for approval. Procurement then begins, and modules are prefabricated within our manufacturing facilities, with a significant portion of the build completed offsite. While manufacturing progresses, associated site works are carried out in parallel to support delivery.
Stage 4: Delivery & Install
Modules are delivered and installed onsite, followed by commissioning and project handover. During this stage, cost tracking and value management continue to ensure alignment with the approved scope and budget. The process concludes with final handover, ready for occupation and long-term residential use.
